Malta Development Co., Inc. was established in 1988 by Tom Samascott. While observing the building of a new subdivision, Tom began to realize that better quality homes could be built more efficiently and at a better price. This proved a highly successful formula and made Malta Development a National Award-Winning builder, with communities featured in Modern Home Builder Magazine and Professional Builder Magazine.
In January, 2025 Wayne Samascott became President and owner of Homes by Malta Development Co. after taking over the business from his father Tom, changing the original Malta Development Co. Inc. to Homes by Malta Development Co. Having been a familiar presence on Malta Development construction sites from a very young age, Wayne's roots are strongly in the home building industry. Under the mentorship of his father, he has had the unique opportunity to learn the business from the ground up, literally.
Wayne Samascott stated in a July 7, 2025, article in the Albany Business Journal.-“It’s the same business, same employees, and same office, just a different name on the door,Our goal is to continue building the way we have for the past 37 years. We look forward to bringing new home communities to the area and continuing to provide quality homes for generations to come.”
Wayne Samascott grew up on Homes by Malta Development job sites, learning the craft of homebuilding firsthand under the guidance of his father and company founder, Tom Samascott. That early experience laid the foundation for a leadership style that blends traditional values with innovation and forward thinking. As a hands-on builder, Wayne is closely involved in the planning and execution of every community. He collaborates with subcontractors and suppliers, sets clear expectations for quality, and ensures that every project stays on schedule and on budget.
Wayne is a Certified Green Professional (CGP) through the National Association of Home Builders and is passionate about high-performance building. He prioritizes energy efficiency, comfort, and long-term value — integrating practical, modern solutions that make homes more enjoyable to live in while promoting responsible building practices. Wayne currently serves on the Board of the Saratoga Builders Association and is also a past President of the organization. Known for his people-first mindset, he fosters collaboration among team members and trade partners to ensure every detail is executed with care. What motivates Wayne most is knowing that every home he builds becomes part of someone’s story. Outside of work, he enjoys life at a slightly slower pace with his wife, Sarah, and their two kids — daughter Kenzie, a competitive soccer player, and son Logan, an avid golfer. Whether he’s cheering from the sidelines or walking the course, family time keeps everything in perspective."
